I know that @TCHE TCHE Premier usually has affordable Shisha / Hookah that goes for around 40 Dirhams but last time I went was about a year ago, I doubt prices have changed much since then.

@Spinneys anywhere but Sharjah will sell it, but not on their main floor, its in a separate section. Just ask when you go there and someone will lead you to the right section.

If you're around JLT go for @Jazz at Pizza Express best nights for jazz are Tuesday (open mic) and Thursdays (cool bands play covers!)
