Where can I find the best bank to open an account that needs no minimum balance for account nor visa cards

I mean a bank account that needs no balance such as "Minimum 100 or 200" nor would opening a visa card need a balance either. Kindly advise me with the best one

Now it doesnt matter how much money you have, but what the bank cares about is that you need to have a stable job and income. My brother doesnt work and he has cash, no bank accepted to open him an account since he doesnt have a job nor a monthly income

I know Shababi Account In Arab Bank Needs has no Minimum Limit but i am 26 you know thus i am looking for alternatives here
