There are usually organisations that setup these community services things with the events organisers, but I think you can go as and individual and contact who ever is arranging a marathon/walkathon and lend them a hand. Another would be after national day, and new years the roads are left in a mess, so @Dubai Municipality is always welcoming people, in addition to their clean up the world event which is annually.
