I know it ain’t any of my business but a 14-15 year old isn’t done growing yet and a tattoo at that age will most probably deform in a couple of years or even less. I’d recommend a temporary 3-6 months tattoo.

I think they won’t do it since she is a minor, if you want there is an airbrush tattoo that lasts for a month or so

Legally if you're under 18 you shouldn't be allowed to get one. There's this online site called inkbox, they deliver worldwide and they have semi-permanent tattoos, check them out inkbox.com
