If you go to @Iguana Rooftop there's no cover charge, as far as I know. Last time I was there was the night before Ramadan. Usually most places add a cover charge of 15 JDs and more during Ramadan, so its always better to call and check

I went to Dikkan @Amman Rotana Hotel last night, it is really fun and overlooks the boulevard. It is really cool and has an arabic culture but with a modern twist, I really liked it
