I would definitely recommend @Karakeeb. I got my nose piercing there...it's super cheap and you can find the latest nose and body rings.

You won't find the costume ready to buy off the rack, but at @Hamleys you'll find different elements to combine and put one together. They have wigs, hairspray, face paint and all sorts of costumes that you can choose from. I also find the best place to make your own costume is in swefieh.
